General Provisions

Article 19.

In the Republic of Uzbekistan, human rights and freedoms are recognized and guaranteed in accordance with the generally recognized norms of international law and in accordance with this Constitution. Human rights and freedoms belong to everyone from birth.

In the Republic of Uzbekistan, all citizens have the same rights and freedoms, are equal before the law regardless of gender, race, nationality, language, religion, beliefs, social origin, social status.

Article 20.
A citizen of the Republic of Uzbekistan and the state are bound by mutual rights and obligations.

Human rights and freedoms apply directly. Human rights and freedoms determine the essence and content of laws, the activities of state bodies, self-government bodies of citizens and their officials.

Article 21.
Every person has the right to free development of his personality. No one may be imposed with an obligation not established by law without his consent.

Human rights and freedoms may be limited only in accordance with the law and only to the extent necessary to protect the constitutional order, public health, public morality, the rights and freedoms of others, and to ensure public safety and public order.
